A bold new blueprint for downtown Johannesburg is on the table. And for the first time, the public gets to weigh in.
The Johannesburg Development Agency has released the Draft Desmond Tutu Precinct Plan for public comment. It covers an 80-hectare section of the CBD, anchored around St Mary's Cathedral, and lays out a vision for one of the most ambitious inner-city makeovers Joburg has ever seen.
Comments close on 17 April 2026. That is just one week away.
What the Plan Proposes
At its core, the precinct plan wants to put people ahead of cars. That means new pedestrian boulevards, safer crossings, and traffic calming measures across the area.
Key proposals include:
A central Desmond Tutu Square with public art and heritage design elements reflecting the Archbishop's life and values.
Better connections between taxis, buses, and rail, especially around Park Station.
Upgraded public spaces with walkable routes and a flagship pedestrian boulevard.
Support for small businesses and informal traders, with plans to improve trading conditions rather than push traders out.
The Reality Check
The plan does not pretend that the CBD is a blank canvas. The area is home to a mostly low-income population. Informal trading is deeply embedded. Traffic is already under pressure. And any real change will depend on safety, enforcement, and ongoing maintenance.
But the JDA says it is committed to co-design, public forums, and transparent decision-making.
