A Better Neighbourhood Starts With People Working Together |
JoburgCAN is encouraging residents to organise around local priorities, support community initiatives and hold the City accountable. |

A water leak needs repairing. A neglected public space needs attention. Residents may agree on the problem, but turning that concern into coordinated action takes organisation.
That is the message Julia Fish of the Johannesburg Community Action Network, known as JoburgCAN, has been sharing with local audiences. Speaking to the Rotary Club of Johannesburg New Dawn, she highlighted residents’ associations that organise street cleaning, support maintenance and improve public spaces.
The opportunity for residents is practical: find the people already working on shared problems and help turn scattered concerns into a clear set of priorities.
Find Your Local Starting Point
JoburgCAN, an OUTA initiative, connects residents’ associations, community forums and street committees. Its network includes a route for groups that cannot afford financial contributions, allowing them to participate in other ways.
Start by finding out whether your neighbourhood already has an active organisation. Ask:
You do not have to take on a committee position to contribute. CAN’s community guidance recommends giving newcomers small, manageable tasks and working with existing voluntary groups.
Turn a Complaint Into a Useful Record
Organised community action works alongside official fault reporting. The City of Johannesburg directs residents to log municipal queries through Joburg Connect on 0860 562 874 or joburgconnect@joburg.org.za. Ask for a reference number and use it when following up, rather than reopening the same query repeatedly.
For a shared neighbourhood problem, keep a simple record:
This gives the people following up a clearer history to work with. Choose Something Achievable
An association does not need to tackle every local problem at once. CAN recommends beginning with small, high-priority issues and keeping residents informed through regular updates.
Its guidance also encourages accessible meeting times and venues, broader participation and collaboration with other organisations.
A useful first discussion is therefore specific: agree on one priority, identify who will coordinate it and decide when to review progress.
Community Effort Does Not Remove Municipal Responsibility.
The university’s account makes an essential distinction: community involvement does not replace the City’s obligation to provide services and account for public money. Residents can contribute while continuing to demand proper maintenance, transparent spending and reliable delivery.

The Bottom Line
Start with one local issue and one achievable contribution. A clear task, a reliable record and people willing to follow through give a community something concrete to build on. |
